Building the Budget on rights

Building the Budget on rights

Budgets are often discussed in terms of balance sheets, tax revenues and spending commitments. But they are also about something much bigger: the kind of Island we are building for the future.

The proposed Government Budget contains welcome measures for children and families, including increased nursery support, help with school costs, enhanced parental support and additional childcare relief. These are important investments in Jersey's future.

When we talk about future prosperity, we often focus on economic resilience, productivity and workforce development. Those things matter. But prosperity is about more than economics alone.

The next generation will inherit not only our economy, but also our values, institutions and civic culture.

A society that wants to thrive in the long term must invest in children not only as future workers, taxpayers and leaders, but as future custodians of one another's rights.

As we said in this month's article:

"A child who experiences fairness is more likely to recognise its value. A child who is listened to learns that other people's voices matter. A child whose dignity is respected is better equipped to respect the dignity of others."

These experiences shape how children understand their place in society and how they treat others. They help build communities where participation, respect and accountability are not abstract concepts but everyday realities.

If we want a prosperous Jersey in the decades ahead, we need to think about more than economic sustainability. We also need to nurture a culture where children's rights are understood, experienced and valued.

Because a healthy economy matters.

But so does a healthy rights-based society.

And the two are far more connected than we sometimes acknowledge.
