The Audit and Risk Advisory Panel is a group.
The group helps the Commissioner.
This is set out in law.
What the Panel Does
The Panel gives advice and support.
It helps the Commissioner to:
- check how money and resources are used
- understand and manage risks
- make sure the organisation is run properly
Why the Panel is important
The Panel helps the organisation:

- follow good rules and processes
Nick Silvester
Nick lives in Jersey with his wife and two young sons. He works at PwC, the professional services firm, joining firstly as an auditor in Jersey and then in the Boston office of PwC US. In 2010, he took over as an Operations Leader at PwC Channel Islands leading Risk Management, Governance and Finance teams at the local firm. In July 2018, he was appointed Finance Director. He is passionate about
his family and the beautiful Island that we live in.
Jing Jing Shi
After graduating from the London School of Economics with a MSc in Finance & Economics and a BSc in Economics (First Class Honours), Jing Jing started her career on the Foreign Exchange trading floor of Bank of merica Merrill Lynch in London.
She moved to Jersey in 2011 and worked as a Wealth Manager at Standard Bank Private Clients. Jing Jing became Director of Operations at Altis Partners, a managed futures hedge fund, and continued her professional development. She subsequently attained the Investment Advice Diploma (CISI) and was awarded Chartered Financial Analyst (CFA). She is currently the Director of Operations at Advisa Wealth and sits on its Risk and Investment Committees. Jing Jing also acts as the Economic Advisor for the Institute of Directors Jersey. Jing Jing speaks fluent Mandarin and Shanghainese and is a conversational French speaker. She enjoys piano and table tennis in her leisure time.
Judy Greenwood
Judy is a Chartered Accountant and started her career at Coopers & Lybrand, which became PwC. She completed her training contract and remained with the firm as Audit Manager and subsequently Internal Finance Manager until she left to look after her then young family. She has over 25 years’ experience in the local commercial industry, and has acted as Finance Director for a number of local private companies, most recently with the Jersey Development Company.
Judy holds a BA (Hons) in French, with Spanish from Queen Mary & Westfield College, University of London, and when not providing a taxi service for her children, she enjoys reading and gardening.
